Zhejiang Tisen Heavy Industry and South Africa's TETA: Jointly Building a New Ecology for Sino-African Skilled Talent Development

On June 6, 2025, Zhejiang Tisen Heavy Industry Co., Ltd. welcomed a delegation led by Ms. Lena Maphefo Anno-Frempong, Director of the Transport Education Training Authority (TETA) of South Africa. The two sides held in-depth exchanges on vocational and technical training cooperation, jointly exploring new pathways for integrating Sino-African vocational education and industry. This visit marks a key milestone in Tisen's skills training layout in the African market. Tripartite Collaboration Among Government, Enterprises, and Universities: Building a Vocational Education Community
TETA, an authoritative institution under South Africa's Department of Higher Education and Training (DHET), oversees vocational skills training and certification in the transport sector. During the talks, Director Lena Maphefo Anno-Frempong highlighted South Africa's needs in youth skills training, emphasizing the importance of international cooperation to enhance employability. She noted that the South African government attaches great significance to youth unemployment and hopes to leverage collaboration with China to boost skills development and employment opportunities for young people in the construction machinery sector.
Ms. Yang, a representative from Jinhua Vocational and Technical University, shared the university's cooperation experience in Rwanda, emphasizing how building training workshops has enhanced local teachers' skill levels. She stated plans to replicate this model in South Africa to provide more skills training opportunities for young South Africans and drive local economic development.
Mr. Lu Jiacheng, General Manager of the China Cultural and International Education Exchange Center, highlighted the South African government's focus on youth employment and stressed the importance of collaborating with South Africa's higher education sector to promote skills training and job opportunities. He mentioned the construction of South Africa's national skills training centers, expressing hopes that cooperation with China will help young South Africans access more employment and entrepreneurship opportunities.
Dr. Zhao Haoxing, Dean of the Africa-China Economic and Trade Research Institute at Zhejiang Gongshang University, emphasized the importance of cooperation between Jinhua Vocational and Technical University and enterprises, particularly through the launch of the Tisen Laboratory to promote industry-education integration and enhance students' practical capabilities. He also proposed empowering South African youth entrepreneurship through vocational education and industry cooperation, with plans to establish industrial parks in South Africa to internationalize training and technical standards for construction machinery.
As a key part of the visit, Director Lena's delegation toured Tisen's mixing station workshop and construction machinery remanufacturing production lines, gaining in-depth insights into the company's innovations in eco-friendly equipment R&D, information-based production management, and remanufacturing technology. Mr. Liu Shiwei, Chairman of Tisen Heavy Industry, stated: "South Africa is a core market in Tisen's African strategy. Director Lena's visit not only recognizes our technical capabilities but also provides policy and resource support for our deepened cooperation in vocational education."
Focus on Three Key Collaboration Areas: Building a 'Training-Employment-Entrepreneurship' Closed Loop
Based on the discussions, the collaboration will focus on the following areas:
- Pilot Project at INDLELA Campus:Tisen plans to complete the construction of a 2,000-square-meter maintenance training workshop at South Africa's INDLELA campus by the end of 2025, providing remanufactured construction machinery equipment (e.g., Caterpillar, Komatsu) and training facilities. Professional technicians from Tisen will conduct on-site training. This project is expected to cultivate hundreds of internationally certified construction machinery maintenance professionals annually. Upon completion of training, students can prioritize joining Tisen's sales and service networks in Africa or become regional partners, achieving "employment upon training."
- Customized Curriculum and Teacher Development:Combining South Africa's automotive services and renewable energy industry needs, Tisen will collaborate with CCIEEC to develop specialized courses for South African TVET colleges, such as "Construction Machinery Remanufacturing Technology" and "New Energy Equipment Operation and Maintenance," introducing a "theory + practical operation" dual-track teaching model. Meanwhile, both sides will launch a "Train-the-Trainer" program, annually selecting South African instructors to participate in immersive training in China to enhance local teaching capabilities.
- World Skills Competition Collaboration and Employment Empowerment:Relying on Tisen Business School's global training system, the two sides will jointly select South African candidates for intensive training in construction machinery projects at the World Skills Competition, with technical guidance from Chinese experts. Additionally, Tisen plans to establish four regional skills training schools in Africa, aiming to cultivate over 100,000 technical talents, while promoting a full chain of "internship-employment-entrepreneurship" services to alleviate youth unemployment in South Africa.
Technological Empowerment for Industry: Tisen's 'Dual Carbon' Practices in Africa
During the factory tour, Tisen showcased its core technological advantages:
- Remanufacturing Technology: Through original equipment manufacturer (OEM)-standard renewal and upgrading, equipment performance is restored to over 90% of new machines, with costs only 50-60% of new ones, while achieving energy conservation, material saving, and carbon emission reduction.
- Smart Production: The mixing station is equipped with a full-process information management system, achieving data closure from order to delivery. Combined with electric mixing trucks and other green equipment, it creates a "zero-carbon" production demonstration base.
- Global Service Network: Relying on over 500 maintenance service points worldwide and an African assembly center, Tisen has established a "24-hour response" after-sales system to provide sustainable technical support to local customers.
The TETA delegation highly recognized Tisen's technical strength and social responsibility. Both sides agreed to accelerate the implementation of cooperation agreements, jointly creating a benchmark project for Sino-African vocational education and industry collaboration.

This collaboration with TETA represents a key milestone in Tisen's "African Skills Ecology Plan."
